Naval Facilities Engineering Systems Command is Hiring a Human resource specialist Near San Diego, CA

Join our team at Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) in San Diego, CA. As a Labor / Employee Relations Human Resources Specialist, you'll be integral to our Business Directorate, handling a diverse spectrum of labor and employee relations responsibilities, including conduct, performance, grievances, leave administration, and recognition.

Your role extends to fostering strong relationships with labor organizations, negotiating agreements, and offering expert guidance to management on various labor-related matters.

Position duties include the following :

  • Advise managers on unfair labor practices and grievances
  • Inform managers when changes to conditions of employment require bargaining on impact and implementation
  • Recommend disciplinary measures (e.g., warnings, reprimands, suspensions) to supervisors
  • Provide guidance to supervisors and managers responsible for investigating problems or concerns with their workforce
  • Provide guidance to the workforce and advise supervisors on various employee relation topics such as performance, leave, and telework
  • Advise supervisors on the interpretation of applicable laws, regulations, policies, and procedures

The ideal candidate has strong written and verbal communication skills, proficiency in conducting investigations and fact-findings, and a proven track record in handling conflicts, particularly with confrontational individuals.

The candidate should also bring valuable experience in researching, interpreting, and applying laws, rules, policies, and procedures.

POSITION REQUIREMENTS :

  • Valid State Driver's License
  • Must hold U.S. Citizenship
  • Aged 18 or older at time of hire
  • Must be determined suitable for federal employment.

  • Employee may be required to file a Financial Disclosure Statement (OGE 450) annually
